The DfES commissioned the Torgerson et al review of the literature on the use of phonics at the time of the Rose review. McGuinness's comments are very important and illustrate how vital it is to look closely at the research and look closely at those looking closely at the research.

How ironic that the DfES appears not  to commission rigorous comparative research for its own programmes and, instead, 'pilots' programmes with an emphasis on 'teacher responses'!
